Just prior to these moments here, Mr. Ford started speaking about something the mayor said earlier during the briefing (also open to the public), something about how a council member should act during a meeting. During the briefing, the mayor talked about how Mr. Ford has been disruptive, and said if there are any other outbursts, he (the mayor) will have the council member removed. So, during the Council Meeting proper, Mr. Ford reiterated what the mayor had said during the briefing. The Mayor responded that Mr. Ford was out of order, then asked the city manager to ask Mr. Ford to leave the chamber. That’s where this video picks up.
