Is there a hiring freeze for city jobs in the Los Angeles county? ?

I know that jobs for the State are at a stand still till the budget is fully established and implemented but are city jobs facing the same issues?
Any city employees know whats going on? Im sure applications are being taken but is there any real consideration of hiring at this time?

Other than in the police and fire departments, there’s a general job freeze in the City and County of Los Angeles for the next 3-5 years.
