should I include past reasons for "ineligible for rehire" on cover letter for city gov. job?

I know they will do a background check and i want to be as upfront about this as possible since the circumstances were beyond my control

As an Employment Specialist I would caution against using your cover letter to explain this. I agree it is best to be honest, but that information won’t come up on a background check. The hiring company can verify your employment, they can’t see why you weren’t rehired.
Have a polished, prepared statement ready for the interview, one sentence on why you weren’t rehired, then go straight into why you would be a great hire.

    Not in your cover letter, no. I would address it in the interview, and discuss it.
    If you don’t know for sure you’re going to get hired, why give them something to count against you right off the bat, without a chance to explain it fully?

    Wait until the interview, and then bring it up there in the interest of being fully honest. I don’t consider it to be deceitful, but it would otherwise come across as you defending yourself, before you even have the job.
