is it ethical 4 state and city gov’ment to entice businesses 2 relocate their operation to that state or city by offering them special tax breaks that are not extended to other businesses operating in that area?

If you’re just looking for an opinion…I would say yes. Wisconsin tried that with Illinois companies and succeeded in enticing some companies to move. We have a free market system and companies should be able to move regardless of the reasons. Tax incentives and breaks only add to it.

For the other part of your question…Long time companies already operating within a certain state should be awarded the same incentives, those incentives should be based upon how long that company has been operating within the state.
